Cyber Security Politics - Socio-Technological Transformations and Political Fragmentation (Hardcover): Myriam Dunn Cavelty,... Cyber Security Politics - Socio-Technological Transformations and Political Fragmentation (Hardcover)
Myriam Dunn Cavelty, Andreas Wenger
R4,152 Discovery Miles 41 520 Ships in 12 - 17 working days

This book examines new and challenging political aspects of cyber security and presents it as an issue defined by socio-technological uncertainty and political fragmentation. Structured along two broad themes and providing empirical examples for how socio-technical changes and political responses interact, the first part of the book looks at the current use of cyber space in conflictual settings, while the second focuses on political responses by state and non-state actors in an environment defined by uncertainties. Within this, it highlights four key debates that encapsulate the complexities and paradoxes of cyber security politics from a Western perspective - how much political influence states can achieve via cyber operations and what context factors condition the (limited) strategic utility of such operations; the role of emerging digital technologies and how the dynamics of the tech innovation process reinforce the fragmentation of the governance space; how states attempt to uphold stability in cyberspace and, more generally, in their strategic relations; and how the shared responsibility of state, economy, and society for cyber security continues to be re-negotiated in an increasingly trans-sectoral and transnational governance space. This book will be of much interest to students of cyber security, global governance, technology studies, and international relations. The Politics and Science of Prevision - Governing and Probing the Future (Hardcover): Andreas Wenger, Ursula Jasper, Myriam... The Politics and Science of Prevision - Governing and Probing the Future (Hardcover)
Andreas Wenger, Ursula Jasper, Myriam Dunn Cavelty
R3,536 Discovery Miles 35 360 Ships in 12 - 17 working days

This book inquires into the use of prediction at the intersection of politics and academia, and reflects upon the implications of future-oriented policy-making across different fields. The volume focuses on the key intricacies and fallacies of prevision in a time of complexity, uncertainty, and unpredictability. The first part of the book discusses different academic perspectives and contributions to future-oriented policy-making. The second part discusses the role of future knowledge in decision-making across different empirical issues such as climate, health, finance, bio- and nuclear weapons, civil war, and crime. It analyses how prediction is integrated into public policy and governance, and how in return governance structures influence the making of knowledge about the future. Contributors integrate two analytical dimensions in their chapters: the epistemology of prevision and the political and ethical implications of prevision. In this way, the volume contributes to a better understanding of the complex interaction and feedback loops between the processes of creating knowledge about the future and the application of this future knowledge in public policy and governance. This book will be of much interest to students of security studies, political science, sociology, technology studies, and International Relations. Regional Organisations and Security - Conceptions and practices (Paperback): Stephen Aris, Andreas Wenger Regional Organisations and Security - Conceptions and practices (Paperback)
Stephen Aris, Andreas Wenger
R1,409 Discovery Miles 14 090 Ships in 12 - 17 working days

This book aims to examine the conceptions and practices of security adopted by Regional Organisations (ROs) across the globe. Since the end of the Cold War, there has been an increased focus on regions as a relevant realm for security, with actors within regional contexts identifying a significant degree of interdependency between one another. As a consequence, international security has taken on a distinct regionally institutionalised character, as seen by the increase in calls for greater utilisation of 'Chapter VIII: Regional Arrangements' of the UN, in order to create a devolved UN-led system of global security management. However, the idea of a system of global security management is a remote prospect, because divergence seems to be as important as commonality in terms of regional security. In light of the above, Regional Organisations and Security analyses the primary ROs that are active in Africa, Asia, Eurasia, the Middle East and South America. The findings of individual case studies are compiled to highlight disparities and similarities in how security is seen, prioritised, understood, practised, managed and implemented across regions. On this basis, the authors reach conclusions about whether we live in an increasingly globalised or regionally distinct world, and go on to assess the prospects for a globalised system of security management and consider how this might be developed and organised. This book will be of interest to students of comparative regionalism, international organisations, international security and IR.

Transforming NATO in the Cold War - Challenges beyond Deterrence in the 1960s (Paperback): Andreas Wenger, Christian Nuenlist,... Transforming NATO in the Cold War - Challenges beyond Deterrence in the 1960s (Paperback)
Andreas Wenger, Christian Nuenlist, Anna Locher
R1,648 Discovery Miles 16 480 Ships in 12 - 17 working days

The first comprehensive history of NATO in the 1960s, based on the systematic use of multinational archival evidence. This new book is the result of a gathering of leading Cold War historians from both sides of the Atlantic, including Jeremi Suri, Erin Mahan, and Leopoldo Nuti. It shows in great detail how the transformation of NATO since 1991 has opened up new perspectives on the alliance's evolution during the Cold War. Viewed in retrospect, the 1960s were instrumental to the strengthening of NATO's political clout, which proved to be decisive in winning the Cold War - even more so than NATO's defense and deterrence capabilities. In addition, it shows that NATO increasingly served as a hub for state, institutional, transnational, and individual actors in that decade. Contributions to the book highlight the importance of NATO's ability to generate "soft power", the scope and limits of alliance consultation, the important role of common transatlantic values, and the growing influence of small allies. NATO's survival in the crucial 1960s provides valuable lessons for the current bargaining on the purpose and cohesion of the alliance. This book will be of much interest to students of international history, Cold War studies and strategic studies.

Inter-organizational Relations in International Security - Cooperation and Competition (Paperback): Stephen Aris, Aglaya... Inter-organizational Relations in International Security - Cooperation and Competition (Paperback)
Stephen Aris, Aglaya Snetkov, Andreas Wenger
R1,301 Discovery Miles 13 010 Ships in 12 - 17 working days

This book examines the politics of the relationships between multilateral organizations that have come to play a major role in contemporary efforts to manage international security. Drawing on concepts developed in Organizational Studies, the book starts from the assumption that inter-organizational relationships are the product of contested politics. Politics that may be either more cooperative or more competitive, but which always contains elements of both. This volume focuses on inter-organizational relations emanating from, through and towards the regional scale. The proliferation in the number of regional multilateral organizations in recent decades and their growing claims to represent effective and legitimate frameworks to address security threats and issues has been widely noted. The book is organized into four sections, covering all aspects of the inter-organizational relationships in which regional multilateral organizations are involved: global-regional, intra-regional, inter-regional, and multi-scalar. Each chapter addresses a distinct case study of inter-organizational relations (bilateral, trilateral or wider network), and examines the politics shaping these relations. This book will be of much interest to students of international security, international organizations, global governance and area studies, more generally.

Russian Energy Power and Foreign Relations - Implications for Conflict and Cooperation (Paperback): Jeronim Perovi c, Robert W.... Russian Energy Power and Foreign Relations - Implications for Conflict and Cooperation (Paperback)
Jeronim Perovi c, Robert W. Orttung, Andreas Wenger
R1,414 Discovery Miles 14 140 Ships in 12 - 17 working days

This book examines Russia's new assertiveness and the role of energy as a key factor in shaping the country's behavior in international relations, and in building political and economic power domestically, since the 1990s. Energy transformed Russia's fortunes after its decline during the 1990s. The wealth generated from energy exports sparked economic recovery and political stabilization, and has significantly contributed to Russia's assertiveness as a great power. Energy has been a key factor in shaping Russia's foreign relations in both the Eurasian and global context. This development raises a host of questions for both Russia and the West about the stability of the Russian economy, how Russia will use the power it gains from its energy wealth, and how the West should react to Russia's new-found political weight. Given that energy is likely to remain at the top of the global political agenda for some time to come, and Russia's role as a key energy supplier to Europe is unlikely to diminish soon, this book sheds light on one of the key security concerns of the 21st century: where is Russia headed and how does energy affect the changing dynamics of Russia's relations with Europe, the US and the Asia-Pacific region. This book will be of interest to students of Russian politics, energy security, international relations and foreign policy in general. Jeronim Perovic is a senior researcher at the Center for Security Studies at ETH Zurich. Robert Orttung is a visiting scholar at the Center for Security Studies at the Swiss Federal Institute of Technology (ETH) in Zurich and a senior fellow at the Jefferson Institute. Andreas Wenger is professor of international security policy and director of the Center for Security Studies at ETH Zurich.

Andreas Wenger, Vojtech Mastny, Christian Nuenlist
R1,417 Discovery Miles 14 170 Ships in 12 - 17 working days

This edited volume explores the significance of the early 'Helsinki process' as a means of redefining and broadening the concept of security during the latter half of the Cold War. The early Helsinki process introduced innovative confidence-building measures, and made human rights a requirement of a legitimate and well-functioning international system, thus providing the framework for disarmament in Europe in the mid-1980s, as well as the inspiration for the later demise of Communism in Europe. Using newly declassified archives, the book explores the positions of the two superpowers and the crucial impact of European Community member states, which introduced European values into the Cold War debate on security. It also shows how Eastern and Central European nations, such as Poland, did not restrict themselves to providing support to Moscow but, rather, pursued interests of their own. The volume sheds light on the complementary role of the neutrals as mediators and special negotiators in the multilateral negotiations; on the interdependence of politics and economics; and on the link between military security and the CSCE process.

Andreas Wenger, Robert Orttung, Jeronim Perovi c
R1,098 R1,000 Discovery Miles 10 000 Save R98 (9%) Ships in 12 - 17 working days

Since the collapse of the Soviet Union, Russia has developed a powerful business community and a potent network of transnational organized groups.

Russian Business Power explores the powerful impact these new actors are having on the evolution of the Russian state and its foreign behaviour. Unlike other books, which focus either on Russia's foreign and security policy, or on the evolution of Russian business, legal and illegal, within the context of Russia's domestic transition, this book considers how far Russia's foreign and security policy is shaped by business. It considers a wide range of issues, including energy, the arms trade, international drug flows, and human trafficking, and examines the impact of Russian business in Russia's dealings with Western and Eastern Europe, the Caspian, the Caucasus and the Far East.

This book examines how the connections between the Russian state, business community, and organized crime influence Russia's foreign and security policies, including its relations with the countries of the former Soviet Union, European Union, Asia and the Middle East. While earlier studies have focused separately on Russian foreign policy, the evolution of the business sector, or the growing crime problem, this book integrates these topics to gain a deeper understanding of how Russia's domestic evolution affects relations with its neighbors. It brings together in an overarching conceptual framework the impact of large corporations such as Gazprom and LUKoil, and small business networks active in the shadow economy of separatist regions in Georgia, the porous Russian-Kazakh border and the Far East. Individual chapters analyze key sectors in the Russian economy, including energy, arms, banking, forestry and drugs. By focusing on Russian business in all its forms, this book provides new insights into larger questions of conflict resolution and the role of the private sector in international and security relations.

Vojtech Mastny, Sven S. Holtsmark, Andreas Wenger
R1,714 Discovery Miles 17 140 Ships in 12 - 17 working days

This essential new volume reviews the threat perceptions, military doctrines, and war plans of both the NATO alliance and the Warsaw Pact during the Cold War, as well as the position of the neutrals, from the post-Cold War perspective.

Based on previously unknown archival evidence from both East and West, the twelve essays in the book focus on the potential European battlefield rather than the strategic competition between the superpowers. They present conclusions about the nature of the Soviet threat that could previously only be speculated about and analyze the interaction between military matters and politics in the alliance management on both sides, with implications for the present crisis of the Western alliance.

This new book will be of much interest for students of the Cold War, strategic history and international relations history, as well as all military colleges.

The Future of Extended Deterrence - The United States, NATO, and Beyond (Paperback): Stefanie von Hlatky, Andreas Wenger The Future of Extended Deterrence - The United States, NATO, and Beyond (Paperback)
Stefanie von Hlatky, Andreas Wenger
R1,321 Discovery Miles 13 210 Ships in 12 - 17 working days

Are NATO's mutual security commitments strong enough today to deter all adversaries? Is the nuclear umbrella as credible as it was during the Cold War? Backed by the full range of US and allied military capabilities, NATO's mutual defense treaty has been enormously successful, but today's commitments are strained by military budget cuts and antinuclear sentiment. The United States has also shifted its focus away from European security during the wars in Afghanistan and Iraq and more recently with the Asia rebalance. Will a resurgent Russia change this? The Future of Extended Deterrence brings together experts and scholars from the policy and academic worlds to provide a theoretically rich and detailed analysis of post--Cold War nuclear weapons policy, nuclear deterrence, alliance commitments, nonproliferation, and missile defense in NATO but with implications far beyond. The contributors analyze not only American policy and ideas but also the ways NATO members interpret their own continued political and strategic role in the alliance. In-depth and multifaceted, The Future of Extended Deterrence is an essential resource for policy practitioners and scholars of nuclear deterrence, arms control, missile defense, and the NATO alliance.

Roland Popp, Liviu Horovitz, Andreas Wenger
R4,588 Discovery Miles 45 880 Ships in 12 - 17 working days

This volume offers a critical historical assessment of the negotiation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and of the origins of the nonproliferation regime. The NPT has been signed by 190 states and was indefinitely extended in 1995, rendering it the most successful arms control treaty in history. Nevertheless, little is known about the motivations and strategic calculi of the various middle and small powers in regard to their ultimate decision to join the treaty despite its discriminatory nature. While the NPT continues to be central to current nonproliferation efforts, its underlying mechanisms remain under-researched. Based on newly declassified archival sources and using previously inaccessible evidence, the contributions in this volume examine the underlying rationales of the specific positions taken by various states during the NPT negotiations. Starting from a critical appraisal of our current knowledge of the genesis of the nonproliferation regime, contributors from diverse national and disciplinary backgrounds focus on both European and non-European states in order to enrich our understanding of how the global nuclear order came into being. This book will be of much interest to students of nuclear proliferation, Cold War history, security studies and IR.

Deterring Terrorism - Theory and Practice (Paperback): Andreas Wenger, Alex Wilner Deterring Terrorism - Theory and Practice (Paperback)
Andreas Wenger, Alex Wilner
R854 Discovery Miles 8 540 Ships in 12 - 17 working days

During the Cold War, deterrence theory was the cornerstone of U.S. foreign policy. Following the 9/11 terrorist attacks, however, popular wisdom dictated that terrorist organizations and radical fanatics could not be deterred--and governments shifted their attention to combating terrorism rather than deterring it.
This book challenges that prevailing assumption and offers insight as to when and where terrorism can be deterred. It first identifies how and where theories of deterrence apply to counterterrorism, highlighting how traditional and less-traditional notions of deterrence can be applied to evolving terrorist threats. It then applies these theoretical propositions to real-world threats to establish the role deterrence has within a dynamic counterterrorism strategy--and to identify how metrics can be created for measuring the success of terrorism deterrence strategies. In sum, it provides a foundation for developing effective counterterrorism policies to help states contain or curtail the terrorism challenges they face.

Setting the 21st Century Security Agenda - Proceedings of the 5th International Security Forum (Paperback): Karin Fink Setting the 21st Century Security Agenda - Proceedings of the 5th International Security Forum (Paperback)
Karin Fink; Edited by Kurt R. Spillman, Andreas Wenger, Michel Hess
R2,067 Discovery Miles 20 670 Ships in 10 - 15 working days

This volume synthesizes the work accomplished at the 5th International Security Forum (ISF) in Zurich from 14 to 16 October 2002. It presents a thematic overview of 150 academic presentations distributed over 6 workshop tracks, 30 workshops, 15 side-bar presentations, and 3 plenary sessions. The book contains a timely overview of 21st century international security topics and challenges. Special emphasis is placed on the impact of new information and communications technologies and knowledge management in the conduct of security and defense policy, and on a wide range of issues in the field of security sector reform and the democratic and parliamentary control of armed forces. The contributions also offer a fresh perspective on traditional regional and human security issues in the light of 11 September 2001, notably asymmetric war, Islam, gender, small arms, Russia, and Europe, including NATO, ESDP, and peace support operations. The 5th ISF was organized by the Center for Security Studies and Conflict Research at the ETH Zurich (Swiss Federal Institute of Technology Zurich) in Zurich in cooperation with the Geneva Centre for Security Policy, the Geneva Centre for the Democratic Control of Armed Forces, and the Graduate Institute of International Studies, Geneva.
